A major new selective licensing scheme is coming into force across certain wards of Leeds, bringing thousands of privately rented homes into requiring a licence for the first time.
From 9 February 2026, landlords in the designated areas will need a selective licence to legally rent out their property. This applies to single-family homes as well as shared houses, not just HMOs.
Council estimates suggest the scheme will apply to around 12,500 privately rented properties across the city.
