Under the Building Safety Act and updated Building Regulations, certain people involved in building work are legally classed as dutyholders (A guide for persons with duties under fire safety legislation (accessible) - GOV.UK).

Property/Project Owner

(known as the ‘Client’ in building regulations) – commissions the work, appoints competent designers and contractors, and makes sure the project is planned, managed, and monitored to comply with regulations.

Designer

Prepares plans or instructions that meet building regulations, avoids foreseeable risks where possible, and provides enough detail for compliant construction.

Principal Contractor

Carries out or manages the work in line with regulations, uses competent workers, and follows approved designs.

Principal Designer

Coordinates compliance during the design phase, identifies and manages design risks, and ensures information is shared between all parties before work starts.
