What is an HMO Property?

A House in Multiple Occupation (HMO) is any property rented to three or more unrelated tenants who share facilities such as bathrooms, kitchens, or communal areas. HMOs can include:

  • Shared houses or flats

  • Bedsits

  • Student accommodation

  • Some converted buildings

If you’re renting out a property as an HMO, you’re legally required to meet specific licensing and compliance rules set by your local authority.

When Do You Need an HMO Licence?

Most HMOs need a licence. This applies when:

  • The property is rented to five or more people from more than one household

  • Tenants share facilities such as kitchens or bathrooms

  • It’s their main residence

Some councils also require licences for smaller HMOs. To stay compliant, it’s important to check the exact rules where your property is located.

What Happens If You Don’t Have the Right Licence?

Failing to have a valid HMO licence can lead to:

  • Civil penalties of up to £30,000
  • Rent Repayment Orders for up to 24 months
  • Difficulty renting or selling the property
  • Potential enforcement action from your local authority
